    What sort of cartridge is this found on?

    A shot in the dark...

    Prvi Partizan (Serbian), manufactured in the city of Uzice, is stamped PPU. Maybe this same company's stuff produced at a different facility?

    Not too sure about that.

    Pouvoir perforant amelior? is French, roughly translating as 'improved penetrating power'.

    Prvi Partizan Uzice is Serbian and it's name is from the Slovenian language. It was founded as FOMU and became PPU following WWII.
