What sort of cartridge is this found on?
A shot in the dark...
Prvi Partizan (Serbian), manufactured in the city of Uzice, is stamped PPU. Maybe this same company's stuff produced at a different facility?
EDIT:

My WAG is Privi Partizan. They use the Serbian version of the Cyrillic alphabet on some of their headstamps. One is NNY, yours might be the translation?
NNY translates as PPU0 -

And their name was PPA (pouvoir perforant amelior?) ... I was under the impression that the AD headstamp indicated Abu Dhabi and was made

Not too sure about that.
Pouvoir perforant amelior? is French, roughly translating as 'improved penetrating power'.
Prvi Partizan Uzice is Serbian and it's name is from the Slovenian language. It was founded as FOMU and became PPU following WWII.0
