Does HP 38 = WW 231?

Are HP 38 and WW 231 the same powder? And therefore load data would interchange?

  Correct, I called Hodgon and they informed that the two powders are identical.

  Gunpowder like every other manufactured product are made with + & - tolerances. IMHO, With fast burning, high pressure, handgun powders such as the ones you reference, I would figure in a fudge factor of 1/2 grain.

  HP38 and WW231 are the exact same powder anymore [;)]

  When I loaded for a commercial outfit the 100 pound drums had a new HP-38 label placed over the WW-231 label. I peeled off several of them and they were all relabeled WW-231.
