The City Of Wilmington has a ban on armor piercing ammunition but so far as I know the rest of the state has no restriction on purchasing ammunition.
I will ask the same question: Exactly why is Delaware on your restricted list and why was Connecticut? What reference guide are you using because so far it does not appear to have been very accurate.0 -

Delaware is removed from the restrictions.
