Help with Schatz front globe sight

I recently acquired this sight and can't find any info on it. It's a globe sight made by Schatz Gun Sight in Chicago IL. There's no patent, only "patent applied for". I've Googled it, looked in Strobel's gunsite book with no luck. Maybe someone has some info and maybe what application it was intended.
