Not trying to be a jerk here, but are you sure its contacting the "sear", and not the mmagazine follower? Granted, a trigger pull to allow forward motion of the bolt doesnt make much sense either, but since theres no cartridge present (I hope/assume) to depress the follower, perhaps it is catching on said? I'm a little confused as to what your issue is...perhaps a real Enfield guru could help out here as I cant get my 1916 SMLE III* TO replicate that issue?

If you have an empty round on hand try to cycle it with the empty casing and see if it does the same thing. I'm wondering if it's trying to cock the bolt when your pushing it forward similar to an 03 Springfield. If it won't cock at all it may be an issue with something in the bolt. Just a thought.

Yes I am positive that it is the sear not the magazine since it does the same with or with out the magazine.... I have the front stock off and can see the problem.. Due to the age of rifle I doubt that it is a cut off to indicate an empty rifle... Like you said it may take a Enfield guru to shed light on this.... Thanks for your reply....

    Hey bnocenti
Same with cartridge case... Once I slightly pull trigger to clear lug on bolt the bolt cocks just fine... Thanks

Is the bolt original to the gun? Perhaps from an earlier or later model Enfield?

Is it catching on the large rectangular lug just ahead of the firing pin extension? Of course that shouldn't happen. Something in your trigger or sear or maybe the bolt and raceway are worn so the bolt is too close to the sear. I would try to put some sort of shim on the sear such as epoxying a piece of metal to it.

Is the bolt head screwed in all the way?
