Gun stock refinishing.
What are the laws regarding refinishing guns stocks for others? Would it be considered anything but basic woodworking, if you didn't have any other part of the firearm in your possession, while you were refinishing a stock? Do you need any type of FFL license to do work like that? I can't seem to find anything on the ATF website, unless I simply missed it.

...You need an 01 or one of the other similar FFL's that allows you all the privileges an 01 dealers FFL provides.
To receive a rifle or handgun to keep overnight, 24 hours, it must be logged in & then logged out of a bound book.
IF, as you infer, the customer only brings you the wood stock/furniture to work on, minus receiver/barrel...you dont need any type FFL License...in that state, its a piece of wood, naturally not considered a firearm...[;)]0 -
for what you want to do, you need no license from the atf whatsoever.
a stock is not a gun. there is only one part of any firearm that is "the gun". as long as you dont take that one piece into your possession, the rest of the gun is just parts.0 -

You have to decide what "refinishing" means. Sanding? Reshaping? Fitting an oversize stock? Or, just applying some kind of oil to the wood?
Are you planning to do military stock where exact fit isn't important? Or, sporting rifles where the customer expects to just be able to slip a piece of paper between the barrel & stock? Are you going to require that the customer remove the wood, even if the refinishing will require a new recoil pad?
Point is, some refinishing jobs will require you to have the entire firearm in order to do the job properly.

+1 You can't do a refinish job on a wood stock correctly without having the rest of the gun present. A new recoil pad needs to be fitted, and how would you avoid proud metal without the action present?

if memory serves, and i welcome correction, the distinction between licensed and non licensed gunsmiths is the accepting and storing of a firearm overnight.
so using the recoil pad example, if the work was done in a single day then no ffl would be necessary, but if the rifle was kept overnight then doing so without a license would be illegal.

I'm no bubba when it comes to refinishing stocks, and I've refinished numerous stocks without the rest of the gun present. What I was looking for was a clear answer as to whether or not one needed any type of FFL for refinishing stocks alone, possibly fitting recoil pads too, without any other part of the firearm on the premises. I seem to have found that.

When I refinish MY OWN stocks, the metal goes back on several times to avoid proud tangs, etc.
If there is another way to do it, and I've been doing it wrong for 40 years, please let me know.
...while you're here, what do YOU use to duplicate that hard high-gloss finish on some pieces.

If you are being PAID, either in $$$ or Trade, then you are in Business, and Must have an Business Lic.and report taxes.
