Your question isn't clear? The point of the C & R license is that a collector could purchase and receive firearms that are legally defined as Curio & Relics. If the VL is firearm, and it is on the feds C & R list, it can be shipped to a 03 C & R licensee.
EDIT #1, The VL's were single shot .22 rifles made to fire a special caseless cartridge. Daisy made them in the late 60's, for a short period of time. After the feds ruled that they had to be considered conventional firearms, Daisy quit making them.0 -

The answer to your question is Yes, you as an individual can ship a C&R eligible firearm directly to an 03 C&R License holder.
It would behoove you to get a signed copy of the C&R license from the person that will be receiving the item.0 -

'Someone I know' once received a C&R handgun via USPS, because the C&R that shipped it to him was told by his local postmaster that his 03 was an ffl, and ffl's could ship handguns via USPS, Oops. It really does pay to research the regs. 0 -
Yes, you can ship a C&R gun to a C&R license holder. Just make sure you use the proper shipping handler.
I looked the Daisy up and while it is not old enough, the ATF has it listed as a C&R due to it being ruled collectible.0
