Can someone tell me what this is? It is one piece of canvas about 12" each way and stamped: "EXCEL 1942" Thanks

  I believe it's a World War II M-1928 "carrier pack" for carrying a mess kit.

  No...that is the tail of the backpack (backpack tail). It attaches to the bottom of the pack.
  The messkit carrier pouch is of a different design.
