Winchester 458 African under-barrel marks

What would be the reasons for the x's on this 1956 African?
The numbers under the x's are 45856.

  I think chapter 5 and 6 of roger rule may have explained the X's.
  
  It looks like poor sales of the 458 may have been the reason. Parts for the 458 made in 1956 were sometimes not assembled for years after. This may explain why they x'd out the year on the barrel, and the relative few made?
