What tools are used to align & then drill the receiver when installing one or two piece bases?

A drill jig made for the purpose, sold by Brownell's and a few others is best. Set it up under a good stout drill press.
For one job it would probably be cheaper to farm it out to a properly equipped gunsmith than to buy the tools.0 -
Take it to a smith and get it drilled and tapped on a mill . It'll cost ya about $40.00 at most , and your gun won't be screwed up . 0 -

I just don't understand that......
The threads are cut with a tap, and won't be any different size, even if done by hand..0 -

A mill is precise, it has no wobble like hand taping does![;)] Not to mention, when starting a hand tape it is not exactly straight and square to the perpendicular!0 -

actually there are 3 different tap configs; tapered, bottoming and straight........I dunno much more than that, never ever tapped a hole.I sold them in a hardware/tool store years ago.0 -
A jig and drill press is almost foolproof. If you doing a really hard tempered reciever in a blind hole pick your tap lube carefully. 2 piece 4 holes are easy, 3 hole one piece requires thought. 0
