I don't know the answer, but I can make an educated guess.

What I do know is that "Winchester White Box" is contracted by Winchester to spec.

Depending on what caliber, and when the box is from, the contents of a box may come from any number of manufacturers including from the USA, from Israel, from the Czech Republic (ie S&B ammo), and/or other places.

So it certainly seems possible to me that at one point in the past Winchester boxed up someone else's sealed primer loads and sold them under its own label. Sealed primers are also used in military and police loads, so maybe these are a police overrun from somewhere.

It also seems implausible to me that someone would restock a factory box of Winchester with reloads (let alone sealed primer ones), particularly 9mms which are relatively cheap.

    Edit:
    Fair enough.

Again, I don't know the answer, though I'd imagine a quick call to Winchester customer service with the lot number (or maybe even without it) will probably give you a good answer.

This really isn't a white box, that would be the winchester USA. This is a typical Winchester Super x with the orange and red stripe with the rider in the top right corner.

A lot of the "duty" style ammo has sealer, especially the LE/military calibers like 9mm or .45 acp. The primer sealer in a 9mm silvertip round would seem consistent with this premise. (The Weatherby ammo in my collection has a green sealer, if I'm not mistaken)

However I do know that a .45 Colt silvertip in my collection is not sealed at the primer. In my plinking stash I think I have some brass-cased factory silvertip 9mm loose in a .50 cal ammo can (with a bunch of other 9mm rounds as well) The rounds are from that same era when Win had a red plastic cartridge tray with the foam insert and the orange/red striped box. If I get a chance tonight to root around in it I'll see if any of those are sealed.

They sealed the early silvertip primers. I have a box that is, and one that isn't.

I found five silvertips in the can, all with brass cases. Three had a sealer, two did not. Since they're all mix and match remnants in the can and I have no idea when they were made, based on the above posting I guess the sealed ones are older.
