open sights

If I am hitting low with open sights do I raise or lower the rear sight on the sight ramp?

  if rear sight is all the way up & gun still shooting low do i need a taller or shorter front sight?

  To move the point of impact up you get a rear sight thatis taller to move the point of impact down you get a rear sight that is shorter. Or if you want to replace the front sight a taller front sight will move the Point of impact DOWN and a lower front sight will move the point of impact UP. you you move BOTH sights in the same direction by the same amount the point of impact will NOT change.
  
  EDIT If you can't head low enough to look at the sights and get a good sight Picture then I would get a taller rear sight and then go back to my first post if point of impact is lower then you want then move rear sight even higher . However if point of impact is too high then you will need a taller front sight. There is NO rule On if sights need to be the same height or not. The old black powder guns had rear sights some tang mounted that were 6 inches tall when adjusted for long range shooting. Sounds like the stock design may be incorrect for your body/face type.

  In order to hit beyond point-blank range the rear sight will of course have to be the taller of the two, but by precisely how much depends upon several factors.
  
  You'll get more accurate (no pun intended [:D]) information if you supply barrel length, caliber, specific loading, distances you'll be firing, etc.
