how to tell if it is a navy or not.by serial number, or some other markings?

  The Navy issue guns were in .38 LC caliber. "U.S.N." markings on butt. Serial number range "1-5,000". Most all of the Navy's were converted to the later notched cylinder configuration, similar to the model 1892's.
