Were the Springfield 03A4 sniper rifles issued special barrels? If so, are there tell-tale markings? Thank you.

Yes. Although dimensionally the same as other barrels made by Remington Arms, the front sight slot was parkerized. (Barrels made for the 03 & 03A3 always had a bright front sight slot.) 
In addition, when US armory installed, there will be a prick punch on the bottom of the barrel 1 1/2" from the bore, & a proof P on the bottom of the barrel 1/2" in front of the upper barrel band.

Edit to add: According to 'The Complete Book of US Sniping', early barrels were 2 groove, and at some point transitioned to 4 groove barrels. End citation.
