    Depends on state and city of buyer. Some places like NY and MA don't go along with the Fed definition, of Black Powder firearms. Where is the buyer located?

    Typically you can ship direct to buyer with no FFL involvement. As has already been posted, check local and state laws where buyer lives to prevent any surprises.

    I won a BP pistol on auction here and it was shipped directly to me at my home.........legal [;)] Note: From Washington state to Georgia.

    NY City requires an FFL but you can ship directly to the buyer in the rest of NY state.
