    Could be a lot of things. I have seen ammo that goes off on the second strike. You are careful with solvents like WD-40 around your ammo. If you pull the bolt all the way back and eject the round you can examine the primer. Could be a light dent in it indicating the rifle has issues such as a weak mainspring from being cocked for 40+ years or perhaps there is sticky grease in the mechanism binding it up a little.

    Reprime some of your empties and investigate the rifle. Clean the inside of the bolt making sure the striker can fully move forward all the way.

    No, this is not common with bolt action rifles but it can occur occasionally. Usually the trigger and the firing pin spring are dirty or gunky (technical term...) from fouling mixed with lubricant.

    Savages are fairly simple to disassemble for cleaning. Find a breakdown drawing and give it a try. Or if you'd rather, have your local gunsmith take a careful look at the entire rifle to see if there is something more dastardly at work.
