The only waterproof leather boots that I know of are lined with a Gortex membrane. There will be a tag that says Gortex on the boot. There are other "waterproof" membranes advertised,but Gortex is the originator. All of the major sporting goods stores and boot makers make them. Rubber splitting; don't buy anything made in China or Taiwan. Buy USA pure rubber boots. My L.L. Bean rubber boots are 40 years old and in good condition. 0 -
Not advice on a specific boot, but the very best thing for boot laces are lengths of 550 cord (parachute cord).
A single set will outlast more than one pair of boots.0 -

To answer the question, I think "best" is a little bit subjective. What's "best" for you may not be for me. It depends on what combination of features you're after (EG: Cost, comfort, durability, appearance, true water resistance, etc).
Leather looks nice, but I'd say if you're after maximum water resistance (and low maintenance) you're better off with a total rubber (not leather) boot. Nothing is going to last forever, especially not if you're climbing rocks all day, but the good rubber ones are pretty durable. As above, you want something made of vulcanized rubber, and made in the USA, preferably by a "name" company. You pay more, you get more.
If you do choose leather, you have to realize that the waterproof lining inside will eventually break down and start to let moisture in. So regardless of how waterproof the boots are supposed to be, you'll still want to waterproof the outsides of the boots.
There are commercial products that can work, but lots of people swear by homemade wax concoctions including mixtures with beeswax, ordinary candle wax (paraffin), and even toilet bowl seating wax rings!0 -
Check out boots with brand name "Muck Boots" available through many retailers. Lots of styles for lots of uses from working around the barn to hunting. Insulated, uninsulated, short, tall, all colors. We use ours a ton in the winter and mud around horses and could not be more pleased. 0
