They were made in the 50's. Before Egypt started getting AK's, and other arms from the old Soviet Union. Everything made prior to 1964, is automatically C & R. 0 -
They were made into the late 60's. The date is on the receiver in Arabic, and while the rest of Arabic is written right-to-left, numbers are written left-to-right.

Yup, you can also use your rear sight as a "magic decoder ring" to translate the serial number [;)]0 -

Not "automatically". See here, where some wiseacre opined military surplus guns ALSO have to be in their original configuration to legally qualify for C&R status:

Is it correct any WWII automatic pistol is classified as as curio and relic, for example an Ithaca 1911A1 45?

As long as it hasn't been altered, from it's factory original configuration.
I happen to agree with this wiseacre (and think a few of the other comments in that thread by OTHER wiseacres are worth looking at).
A Hakim rifle *COULD* qualify as a C&R assuming its in original configuration. In fact almost all of them ARE in original configuration, but I don't think, sight unseen that you can assume that.
As to whether or not a given type of gun qualifies, yes, there is a 50 year rule that applies to ALL firearms.
However, the BATFE has *ALSO* determined that certain types of military surplus guns *DO NOT* necessarily have to be over 50 years old to qualify.
For example, by specific BATFE ruling, all European made SKS rifles are considered C&R guns, regardless of year of manufacture, again, so long as they are in original configuration.
In the case of Egyptian Hakim rifles, the BATFE has determined that yes, these qualify as C&R rifles (all of them, regardless of year of manufacture). Please don't take my word for it; see pages 17 and 22 of the BATFE C&R list here:

as Curios or Relics subject to the provisions of 18 U.S.C. Chapter 44 and the regulations in 27 CFR Part 478. They are still "firearms" as defined in 18 U.S.C. Chapter 44.
