    No. But, you can ship it to his FFL, if the FFL is agreeable to it.

    I think it's important to nit-pick a little because this question and similar ones keep coming up, over and over.

    It is not illegal to ship live ammunition via UPS or FedEx ground, to any State in the union. It may be illegal for the guy to possess the ammunition or to have it shipped directly to him. But that is basically his problem. You cannot be expected to know all of the various State, County, or City ordinances. That is why you should always get a signed statement along with ID stating that it is legal for him to receive and possess the ammunition. That way, you are covered. I know that many sellers are reluctant to ship ammunition to certain places and so they simply state that they will not. Of course, they have no way of knowing if they have covered all of the problem States and Cities which is why a signed statement is always recommended.

    Just my ignorant opinion.

    OK, one more time: As of January 15, 2014, ammo can NOT be shipped directly to an individual. It can ONLY be shipped to an FFL or a NY State licensed ammunition seller, which may or may not be an FFL. A pistol permit does NOT cut it.

    Don't think for one second that the State of NY wouldn't try and come after someone from out of State who shipped ammo to a house in NY if said shipment was discovered. Just because one doesn't live there doesn't mean they are automatically excluded.

    Obviously, lack of a bayonet makes it "safer", though I'd argue the gun itself is quite a bit LESS safe. . .anyone who owns one might die of embarassment!

    Perhaps more obviously, the point of the so-called "SAFE" act is to make it harder for legal gun owners (however few of them remain in NY) to exercise their 2nd amendment rights.

    No criminal is going to think, "Hmmm. . .I'm willing to commit ARMED ROBBERY or MURDER, but I better not put eight rounds into my gun magazine, because that's ILLEGAL!".

    Back on topic, if you simply need an FFL to receive ammo in NY, perhaps a C&R FFL might be "good enough"? If so, that might be a relatively easy way to get around this issue, for a serious gun collector or firearms enthusiast.

    No, a C&R is not "good enough". It must be transferred by a NY State licensed ammunition seller.

    Here's a quote from the link I posted above:

    The law requires that as of January 15, 2014, all ammunition transfers take place in person, including internet sales, which must be facilitated by a New York State ammunition seller.

    Sure the law is there. They don't have the system up and running (lack of funds).When Gander Mountain or anyone else tries to run a background check on me for a box of 22's I leave them on the counter and walk the hell out. I have never broken the law,so why am I about to be treated like a criminal? You guys better wise up and register to vote if you have not yet.King Cuomo has 35 million saved up in his WAR CHEST.Don't forget the legislators(except for 17)who turned their backs on us.Yes, you can buy a lot of lies with 35 million but if every gun owner in NY State voted against Cuomo he would be a footnote in history.
