    No, it is not. That was the standard caliber marking for the 30-06 rifles until late in production.

    Of the Winchester 54/70s that I have seen, the 54 mfg 1930, a M70 mfg 1937 were marked 30 Govt 06; a M70 mfg 1956 was marked 30-06 SPRG; so sometime after WWII they would have transitioned- which means there are a lot of 30-06 barrels marked 30 Govt 06.
