Can a non-ffl ship a T/C Contender frame only to an ffl?

  Yes, a firearm frame is treated, by federal law, the same as a complete firearm.
  
  The FFL must be willing to have you (a nonlicensee) ship it to him.
  
  The frame for a rifle may be shipped by USPS, UPS, or FedEx.
  
  The frame for a handgun may only be shipped by UPS or FedEx.
