IIRC it should be done before resizing.

As stated above it should be done before sizing, the annealing process can change the sizing deminsions

Not only that ^^^^^^^^ but, the purpose of annealing is to reduce the work-hardening which the case has experienced, so annealing before running the case through a die (working it/moving brass around) only makes sense

If simply resizing brass such as that which has been loaded several times and may be work hardened, it doesn't make much diff. If radically changing the neck diameter or shoulder position/shape, annealing before such work is best. Brass is often annealed before the normal "necking" process but the residue is polished off. Some brass needs to be re-annealed after shortening, necking up, or other wildcatting endeavors due to the difference in the original annealed area.
