  For a factory action, it is usually cheaper and easier to buy a complete rifle, remove the action, and sell the leftovers.
  
  For custom actions, try Bruno's Shooter Supply. Have lots of ink in your check writing pen.

  A single shot action would also work and give you a longer barrel for the same rifle length.
  I believe Brownells sells Ruger single shot actions and there are Martinis, '85 Winchester old and repros, Browns and others.

  Bear in mind- the receiver of the firearm IS legally the firearm- and sales and shipping of a bare receiver is still treated as if it were a functional firearm.
