    Some FFLs have a policy of not accepting shipments from non-FFLs. That is their right. You need to find another FFL.

    By law, yes.

    By the individual policy of the receiving dealer, maybe maybe not. If not, find another receiving dealer or charge your buyer the fee your ffl charges to ship it. If the receiving dealer is listed in gun brokers database, the owner wants to know about it ASAP so they can be spoken to and remediated or removed from the database. He will not refer business to a dealer who won't play by the rules.

    As others have posted, it is plenty legal. Next it is important to observe and follow the in red statement above. Contact auction support.
