Could you give a detailed description of what you're referring to as 'rim lock'?

Call up KelTec customer service, they might send you a replacement mag for free.

If not, buy a OEM one on line.

Always load the mags, making sure that the rim of cartridge being loaded. Is in front of the rim of the cartridge already in the mag. As long as the magazine spring is in good shape. The mag is clean and undamaged, shouldn't have any problem with rim lock.

I bought one of the P 32's when they first became available. Kept it for a couple of years. Never had a rim lock, problem.

Go to KTOG.Org, the P32 section discusses Rim Lock in detail in numerous threads.
Essentially, if you are using hollowpoint rounds in a P32 the round is just the size that the top round can slip over the round below it from the recoil; thus locking the round and jamming the gun.
There is a fix for this, essentially a small metal flat inserted in the back of the magazine which prevents the rounds 'jumping' over each other and locking in place.
With the metal flat in place, however, a hardball round will not fit in the magazine so you basically have magazines for hollowpoints and magazines for solid rounds.
One of the reasons I quit trying to use hollowpoints in a P32 although I did keep one magazine so modified 'just in case'!

Doesn't sound like rim lock to me. Rather underpowered ammo. Lot of the U.S. made ammo, is lawyer proofed for liability reasons. When I had my P 32. I made a point of only shooting German made RWS hardball ammo. Never had any functioning problems with it.

I haven't seen any RWS on the market for years. You might try to get your hands, on some of the S & B Czech made ammo. Or the Fiocchi Italian made .32's. FMJ, hardball only. Your just wasting your time trying to shoot JHP's, in a short barreled P 32, IMHO.
