California has a lot of restringent gun laws, affecting semi-auto firearms. This has restricted their availability and caused the prices to escalate.
With a surplus military rifle like a SKS. Only place you're going to actually have a hands on. Is at one of the local gun shows. Be prepared for sticker shock.
I haven't been a resident of callie in years. Because of the legal restrictions and price escalations. A SKS might be up in the AR or Mini 14 range price wise?0 -
Do some research before shopping. The most common country of origin may be China, and the quality can vary from great to junk, depending on model, date of manufacture and arsenal. 0 -
They are no longer being imported, so you will have to settle for a used one. Phone your local guns shops, you should be able to find one. As long as they have the original fixed magazine, they are CA legal.

At this point in the post Obama-gun-panic 2 era, almost *ALL* surplus European SKS rifles have dried up. A few places still have leftover guns with cracked stocks and/or other issues, though even these are in limited supply and not that cheap.
Importation of new manufacture Chinese SKS rifles has been shut down years ago, though just recently some used Chinese-manufacture SKS rifles have come in as surplus. These are externally ugly, but apparently work OK, and are running about $300 or so. Unfortunately, since CA has its own stringent gun laws, I don't know if these are importable into CA anymore.
Bluntly, CA gun law is beyond stupid. . .eg:

Yup. . .even though SKS grenades are already illegal, and entirely unavailable, and even though the "launcher" on the end of the SKS rifle is nothing of the sort, apparently Yugo SKS guns are "destructive devices" in CA.
In terms of which one, with the exception of the Yugo guns, all the other SKS models have chrome bores, and are usually servicable, even if externally ugly. While I've seen any number that were bubba-fied to look like crap with ridiculous plastic aftermarket parts, I have yet to see a Chinese manufacture SKS that didn't at least run right.
To answer the actual question, assuming these are still legal in CA, your best bet is probably to buy in private sale, or at a gun show. As Rufe mentioned, you'll be paying through the nose for any CA legal SKS, but if its any consolation, it will still probably cost less than an AK pattern gun, and with stripper clips (vs NON detachable CA legal magazine) be MORE functional.
You may be able to legally import in a NON-Yugo C&R SKS on a C&R license (if you have one). You won't get to see the gun in person prior to importation, but its an option worth looking into, I think.0 -
Try J & G Sales.....www.jgsales.com
They have a Chinese SKS in the older configuration without the grenade launcher device on the end of the muzzle. C & R eligible and they are 500.00 each.
I believe the older SKS's are still California OK,
good luck, Thor.0 -

The OP requested a gun he can inspect in person prior to buying.
But if one of these used milsurp Chinese guns is OK, several other dealers have these exact same guns in stock, too, for quite a bit less money ($320):

$320 is much more appropriate here. If you're willing to pay $500 for a "shooter" C&R SKS rifle, you can probably find an excellent condition Russian one in that price range, and it will be a nicer looking (and probably more desirable) gun.0
