All Winchester Model 55 receivers were made with a nickel steel alloy. Winchester machine blued the receiver frames, and due to the high nickel content, the bluing had a bad tendency to flake off very quickly. Most Model 55 rifles found today exhibt poor bluing coverage.

So this old gun is just silvered out or cleaned?

It was definitely not "cleaned", and I would not refer to it as "silvered out" either. Instead, it simply has lost all of its bluing, and developed a healthy patina.
