    Try pulling the hammer to the rear, then pulling the trigger, and lowering the hammer.

    Is this a newfound problem, did the pistol function fine at one point - new barrel on this particular frame?

    It sounds as though the locking bolts aren't fully engaging the safety, the safety is set up in such a way that unless the bolts are properly seated the hammer won't fully cock. I had one that wasn't so picky about locking up, I ended up with the world's only auto eject T/C Contener ..... [}:)]

    Tis is not an uncommon problem. I have a fair number of barrels and every once in a while will get one that doesn't lock up properly. An easy fix.

    Just a suggestion, remove the forend and barrel - even if the action opens only part way you should be able to do this. Then look at the frame head on. Under the shelf of the rear of the frame, where the locking bolts would snap into place, you should see a small tab. It rides on a spring. Push it to the rear, then try and cock the hammer. The hammer should go to full cock and stay. If it does I'd say your locking bolts need to be dressed down a bit - emphasison a bit. "Just a bit off the top" so to speak.
