  Looks like an ejection port buffer for an HK rifle.
  
  Supposed to keep the brass from getting damaged on ejection.

  It is an HK buffer and it snaps onto the top of the receiver:
  
  
  
  
  The G3/91 are famous for violent ejection and also for putting a healthy dent in the spent case. This buffer was supposed to be a solution for guys who reloaded and wanted to find their brass close by and with a reduction to the damage. The buffer snapped onto the receiver and while it was possible to remove it there was always quite a bit of marring to receiver finish.
