Might want to look at the 7x57R and .405 Win cases as possibles.

Cartridges of the World 4th edition lists the 40-63 as a heaver case version of the 40-70 Ballard. The 40-65 Ballard Everlasting is listed as "one of the rarer Ballard cartridges and is seldom encountered."

The book has other details about the rifles offered and case external dimension. A chamber cast would be good. It says the 40-63, 40-70 can be fired in a 40-65 but not the other way around.

A long time ago I made up a box of shells for a Pacific Ballard #5 in one of those chambering's, sorry I don't remember which one. I used match 30-06 brass as the base. Turn the head down, threaded the shank. Then soft soldered on a tapped brass washer. Next turned the new rim to proper size and perhaps trimmed to length (not sure about that trimming step). Fire forming was done with a medium charge of black powder with corn meal on top and a card wad.

I'm assuming your meant 40-65 Ballard, not 40-63. If so, "Handloader's Manual of Cartridge Conversions" by John Donnelly makes it sound pretty easy. He says: "Make from .45 Basic. Trim case to 2.4". Anneal and form in form die. F/L size, trim to length and chamfer." I would imagine that sets of forming and loading dies would be pretty pricey, but it'll get you shooting a classic rifle.
    Good luck

A chamber cast would be the smart way to go.
