There are techniques to make it easier to rack the slide. A clean and properly lubricated pistol will help. Pocket lint and dirt can easily make their way into the moving parts resulting in very stiff actions.
A kinked recoil spring can add a lot of resistance.

Work it and look closely at tolerances. Wipe it and check for shinny spots and buff or lube. 0 -
My guess: When you sent it back, they tightened up the slide by "squeezing" it a little. 0 -
The may have installed a higher tension return spring when they repaired it. You should have listed the problem you hand with it prior to sending it to them; giving every one a better idea what they did to you pistol.

They are all hard.
My 9mm P11 with the 357 Sig kit & heavier spring is a real monster especially in the cold when you can't get a grip in the slide.
The P380 is also hard.
On a visit to the shop they had all women doing service, repair and test firing.
I installed Wolf heavier springs to make feeding more reliable.0 -
I have two P32's and two P-11's, none are exceptionally difficult to rack although I admit the size of the piece makes it more of a challange than a S&W Sigma or Ruger P85 size handgun. My wife has difficulty racking the slide on any of them. One technigue that has helped is to hold the slide with the left hand and push the lower with the right hand vice using the left hand to pull the slide back. You might try this.
I suspect others are correct in that a spring was replaced during it's recent trip back to the mother ship which has resulted in it being tightened back to original design rather than a defect being introduced.
I recommend a standard 'fluff and buff' and then a range session to break it in similar to what would be done with a new gun.
You could also go to KelTec.org forum and ask some very knowledgeable enthusiasts for other inputs, KelTec has a very active following none of whom are associated with the manufacturer and this forum provides a lot of insight into issues and improvements.
