Remington 1187 12 ga shotgun

on reload, it drops two shells instead of one, I know there is a "keeper" that is supposed to allow one shell to come out, that has been replaced, but it still drops two shells, anyone have any ideas?

  Part 39 No burrs on it or the mounting channel.
  
  Make up some action proving dummies, keep an eye on the part. Perhaps bend more at the working end. I don't remember if the rim o the shell is suppose to temporarily catch on the carrier.
