Where is the cheapest place to buy brass-cased, non-corrosive ammo for my ar-15 chambered in .223. I dont want any steal cased ammo. I also dont plan on reloading this round. I would like to buy half a case or a full case. FMJ or SP. Thanks for your time and help. 0 -
I am from NY, too. Just Google SAFE ACT. After the 14th of this month, you must be a registered retailer, with the NY State Police to sell ammunition. If you are a consumer, you must purchase your ammunition thru a NY State Police registered ammo retailer. No private individual, to individual transfers.

I totally agree with you, but this pushed thru our legislature in the dark of night, literally, a year ago. Our Governor Cuomo, is being supported by NY City Billionaire Michael Bloomberg. If they get their way, we will all end up with this mess for POTUS. Bloomberg has already sponsored lawmakers in other states with millions of dollars...one being the Colorado recall elections. Hope we all can do our best to stop them.0 -

Selling your ammo out of state should not be a problem. Just don't sell to a NY resident. 0 -
Unless they also ban import/export of small quantities of ammunition I don't see how they could claim jurisdiction over some event that took place in another state. 0 -

First of all, there is some serious question about the constitutionality of this law, and its an open question about whether or not it will survive a number of ongoing legal challenges. But for the moment its the law, no matter how distasteful or seemingly unconstitutional.
To the point, I don't think this law prohibits sale of ammo outside the State at all, so that's not an issue. They don't care if you take ammo OUT of NY State, only if you bring it in!
With respect to in-state sales, the law requires that all "commercial" sellers of ammo register with the State as dealers, and that all ammo sales IN STATE go through a dealer. The dealer is then required to report all ammo sales to the state. So if you're ordering ammo from out of state, you have to have it shipped to a dealer for background check prior to pickup. In practice, this also registers all commercial sales of ammo in the State. . .the State of NY will now know exactly how much ammo you buy and what types.
So far as I can tell, there is no specific ban against importation of ammo from out of state, just additional requirements on in-state commercial sales. So if you wanted to buy a boatload of ammo in (say) neighboring Vermont, then bring it into NY State for personal use, I don't think this law prohibits you from doing that. That sale was in NY, this law doesn't apply.
As to face to face ammo sales in State, I'm really not sure on whether or not limited sales of small quantities of ammo between individuals qualify as "commercial" sales. But assuming they do, in practice I don't know how the State could possibly know about such sales, or track them after the fact. IE, since ammo isn't really trackable, if I were to illegally sell my brother a box of .22LR ammo, they'd have a hell of a hard time proving that later.

I don't think State of Residency of the buyer matters here; what matters is location of the sale.
EG, lets say I'm a NY State resident visiting Texas. I can buy all the ammo I like in TX. Conversely, if I'm a TX resident visiting NY, I can't legally buy any ammo unless I go through a formal background check via a licensed NY ammo dealer.
If I'm in NY State, I don't see any reason why I can't sell as much ammo as I like to someone out of State. Again (see above) if I sell the ammo out of State, I don't think this law then prohibits the buyer from turning around and bringing it right back into the State, so long as they don't THEN try to re-sell it in State.0 -

Wrap a rag on your head and rename the ammo a box of "Host", then claim religious freedom. I can hardy believe this is happening in America. 0
