Where can you buy small amounts of black powder?

I apologize for not taking the time to browse this forum for an answer to a question that has probably already been asked numerous times. Are there any sources online who will sell BP 1-5 lbs at a time?

  Problem- 1 lb of Black ships as HAZMAT- and you will pay thru the nose for that shipping. I mean REALLY. If you can give your city and state, someone may know of a supplier near you (relatively speaking)
  
  But yes- these folks will ship as little as 5 lbs. MUST BE SIGNED FOR BY ADULT AT LEAST 21 YEARS OLD. http://www.powderinc.com/catalog/order.htm

  Thanks for the lead and yeouch, I see what you mean by paying thru the nose. I live in Santa Maria Calif if anyone knows of a local source.
