You, as the reloader, work up the COL for the bullet and your gun. You start at the COL that feeds and chambers in your gun and then start loading at the lowest starting load you can find. COL in manual is shortest COL the data applies to and is NOT a recommended COL for you to use. Longer COL is often more accurate than shorter.
This powder is discontinued. It is reportedly similar to AA5, so if I had NO data, I would use AA2 data and work up.
What bullet weights? Jacketed or cast/plated?

    Pearl Scot old data:
    9mm
    115gr FMJ 4.1- 4.6
    124gr FMJ 4.1- 4.5

    .357 magnum
    125gr JHP 7.6-8.4
    158gr JHP 6.0-7.5
    158gr LSWC 5.9-6.5

    44 Special
    215gr 6.3-7.0
    240gr 5.7-6.2

    45 ACP
    185gr FMJ 5.4-6.0
    185gr JHP 5.7-6.3
    185gr Lswc 5.3-5.9
    200gr jhp 5.1-5.7
    200gr lswc 5.0-5.5
    230gr fmj 5.0-5.6
    230gr lrn 4.9-5.4

Do you have an e-mail where I can send a PDF?

I do have a number of other powders but Pearl Scot looks pretty good for 38 Special, 45ACP and maybe 9mm lead loads.
Published loads for swc 45-200 chronographed very low. My bullet design didn't permit seating to published OAL.
