H&R Tracker II 12 ga
Is the metal thickness on this weapon thick enough to drill and tap for a scope back by the breach?

Doubtful, you should ask them or the gunsmith who would do the work. I think the metal in the chamber area is on the thin side. I wouldn't try it on my old Topper 48. Not sure on this current model.
You might consider a low temp silver soldered on one piece steel base.

I took mine (a late model H&R smoothbore barrel being setup for turkey) to a local shop and the smith refused to drill & tap it. When I asked the question here, I was advised against silver soldering a rail on the barrel. I read up on silver soldering bought a steel rail with a round bottom (many are flat bottomed and/or aluminum) and soldered it on. Be sure to use true silver solder. Use MAP gas and make sure the rail is top dead center to the barrel. It took me several tries before I was satisfied.
I've shot it a few times (several shots each time) with a scope on it. Tied down to something with a string on the trigger. Haven't been able to eyeball any cracks in the chamber or signs of separation of the rail to the barrel. It is doable and charliemeyer is spot on in his response.0
