I think the NRA still has a guidelines booklet and perhaps even some insurance recommendations. The National Shooting Sports Foundation is worth checking too.

My Son and I are working toward this goal by becoming instructors and mentors through the 4-H shooting sports programs. I tried this in the 90's but was thwarted by a lack of public shooting areas and the liability of having kids using my private range.

    The 4-H uses our range.
When a kid we shot on the police range two nights a week in the middle of the town parking lot [;)][:)]

My daughter(11) just finished the NRA .22 shooting program through 4h and loved it. Next session starts 5 Jan and she is already signed up. Our local kids group ( Grizzlies)high powered is really good, went to Camp Perry last year and a couple of the kids finished really well.

4H shooting program is excellent, at least in our area. Each leader has to pass a background check.and be trained by the 4H instructor for each type of firearm you want to instruct on. It is called the 4H Shooting Sports.
I was involved in my local county program a few years ago. It was a rewarding experience.

Liability-Yes. Would the NRA be of any help along these lines?
