Can an individual ship HP bullets for reloading to NY?

  I spoke with the people at the NY Safe Act and yes reloading supplies such as bullets can be shipped to NY. I am referring to upstate NY.

  I can confirm, I order bullets and brass all the time.
  Our leaders in NY are both criminal and stupid.
