What would cause a safety to become stuck? It is a M70 stuck on fire.

The M70 safety has two phases: where it cams back the firing pin, and where a pin engages the bolt sleeve. Since it is not inclined to move off of fire, I'd guess that it is catching part of the firing pin that isn't beveled for it.
To check you'd need to remove the firing pin assembly from the bolt. If the safety would work this would be a very simple matter. Since it isn't it gets a little harder. cock the rifle, remove the bolt from the rifle. On the edge of a surface that is firm and you don't mind if it gets scratched, place the sear, then push down so that the firing pin assembly protrudes from the back of the bolt sleeve to the point that a dime or other thin piece of metal can be inserted to hold the firing pin back. Then unscrew the bolt sleeve from the bolt and remove the assembly from the bolt. Unscrew and remove the cross-pin that is in the bolt sleeve. Put the tip of the firing pin against a non-slip surface that you don't mind if it gets scratched and push down on the sleeve until the dime will fall out from between. then slowly let the bolt sleeve push back from the point. This should expose enough of the firing pin to see where it is beveled for the safety. It should show if the safety lever is hitting where the pin is not beveled and so won't get leverage to push the firing pin back from the trigger.
It may be necessary to dismantle it further, which is done by removing the retainers at the front of the firing pin spring, which will allow the complete removal of the pin from the sleeve and you will be able to look inside the sleeve and see if there is a problem with the safety lever.0 -

the m-70 safty is very intolerant of wear to any of the trigger/sear parts/pins. .001" of wear to any of several places and you get what you have. If you know how it is easy to 're-fit' the safty. see your local gunsmith. 0 -
