    Yes of course, many firearms, especially lower-priced firearms, were manufactured without serial numbers, before the BATF required them.

    The Marlin Model 989M2, was produced from 1965 to 1979. Prior to the Gun Control act of 1968. They weren't required to have serial numbers.

    Before GC '68 serial numbers were not required. Most 22,s did not have them before that.

    I have about 2 dozen Mossberg 22 rifles. ONE (made for the US Govt) has a serial number.

    While it is highly illegal to remove a serial number from a firearm, rifles and shotguns were not required to be serially numbered until 1968. Handguns, after 1934.

    Perfectly legal for a pre '68 rile to not have had a serial number, and they go into my bound book as NSN.
