Need Help Identifying Part

Found in a box of odd parts.Like to ID it....

It's something some made up for his own use.
The sling stud is not factory, nor is the center bolt with the threads showing thru the sides. looks also like it was made from 2 different pieces put together.

Years ago when I owned 223 SASS, made by Springfield Armoury. I bought a Harris bipod adaptor, to clamp around the barrel. Yours appears to be a homemade version of the same thing. Here is a photo of the one made by Harris.

Yup, its a bipod adapter. I wouldn't mount one to the barrel, but some folks do.
