What is the "hammer" in the picture used for?

It is the cleaning rod and the handle is hollow to hold oil

The "hammer" has a threaded end of the shaft. Not a cleaning rod.

If the threads are internal then they are probably there to accept a jag or bore brush. From the picture t doesn't look to be threaded externally.
