I never heard of it either? So I GOOGLED. Some person years ago. With way to much time and money on their hands. Decided they wanted a centerfire version, of the 22 Winchester Rimfire Magnum.
My take on it, is it's a exercise in futility. Specially nowadays with all the different variations and loadings available for the WMR. Also considering the price of a custom Cooper rifle.0 -

It is 22 caliber.
Remember, caliber is a specification for diameter only. I think you mean to ask about the cartridge and the bullet diameter.
