Never mind the letterable part they were not serialized. Wickipedia says that in 37 scopes were offered separately. Would that indicate that any gun produced after 37 could have a scope added by the buyer?

Yes, there are factory scoped 69's, and the model 697 was scope only. It was marked model 69.

I think the A5 was gone by the time the 69 came around, but there are other Winchester scopes. I don't know if they had a model number.

A seller at a gun show was trying to get $3,400.00 for one said there were only 2 or 3 hundred made.

The original line of Winchester scopes was sold to Lyman in 1928. However, a decade later an 8x scope of Winchester name was offered as an option on some of the Winchester model .22 rifles. Look in Strobel's Old Rifle Scope & Mounts book about this.

Winchester used a 2.5X or a 5X scope on the Models 67 and 69. The Scope only variants were listed as Models 677 and 697, and had no provision for standard sights. There were also the dual sighted rifles, with iron sights and scope mounts.

The seller at the gun show was giving you a sales pitch with "two or three hundred made" line.
