Shipping to Calif FFL

When an FFL ships to California can any FFL call and get an approval number, or does the FFL first have to register their FFL with California and get a user number (or whatever) and then get an approval number? Also does any one know how to get that phone number? Thanks.

  Is that just an enrollment site to become enrolled, or is that where the numbers come from?

  The out of state dealer does not need to be registered, but it take only about three minutes to register, and then just thirty seconds to get the shipping approval number.
