A possible solution, after the JB Weld is used, would be to file off some of the balance beam until it is zeroed. This would be a time consuming. Would need to be careful not to remove too much metal.
Before filing, you could add a small drop of JB Weld to the opposite side of the fulcrum. This would reduce the amount of filing. If you add too much, simply file off the added JB Weld until you attain zero.

Just send that part of the beam back to who ever manufactured it. I'm pretty sure they can repair it and I'll bet in most instances they would give you a free replacement. Why dick around with it. I found that nearly all manufacturers in firearms related businesses are a joy to deal with. 0 -
The result of filing some of the balance beam off is that while the total leverage exerted on the beam would be the same, the position of the weight would be different, so moving the tab that indicates 1/10s grain along the beam may not calibrate to the corresponding amount. 0
