Is their LCR version available with a hammer?

  The LCR is available with a hammer; it's called the LCRx. But, no, the LCRx is not available in 9mm.

  I called Ruger at this time they're not planning on doing it with a exposed hammer

  Just looked at full page Ruger ad in Gun Digest 2016. They say LCR in 5 caliber including 9mm. FWIW.

  Ruger did make the sp101 in 9mm
