.22LR headstamp

At a recent garage sale, I bought a vintage smallbore target shooter's wooden ammo block containing 45 .22LR rounds.

The cartridges were headstamped with "HP".

I have never seen rimfire ammo with that headstamp. Who made these cartridges ?

  Federal Hi-Power actually used two similar but slightly different headstamps for their 22 ammunition. See photo below.

  The lower headstamp has block style characters and was used from the 1940's to the 1960's.
