Ordnance optics ? scope

I noticed a group of sad looking scopes at a police surplus on-line auction that seemed to me to be bringing higher than expected bids. One was labeled "Ordnance Optics" or something similar. It appeared to be the size of a cheap .22 scope with a side mount. What's the deal ? Never heard of one before.

  Perhaps it's the "Lee Harvey" model, they appear to sell for big bucks.

  "The 4-power telescope, made by Ordnance Optics, had been attached to the rifle by the gunsmith at Klein's Sporting Goods, an American retailer, shortly before being sold as a single unit with the surplus rifle."
