On an original 1863 NM percussian Sharps can the gas seal plate be removed or even moved ? I'm looking at buying one but I think it's seized.

a product with the name KROIL will be your best bet it needs to have time 24 to 48 hours to work I wrap the parts in a paper towel then wet the towel then wrap every thing in saran wrap let sit for the 24 -48 hours 0 -
Yes, I removed my 1863 some years ago.
Since it's a very tight fit to prevent leakage around the joint it isn't an easy job.
UNfortunately, it's been many years since and the method was forgotten.
I'd use Kroik around the inside and keep firing, reoiling knocking the plate rearward to get lube in the joint.
THe plate won't fall out but must be driven out and in.0
